DRED SCOTT DECISION ~ 1857

The Dred Scott Decision by the Supreme Court of the United States ruled by a vote of seven to two that Blacks can never be citizens, and that Congress has no authority to outlaw slavery in any territrories. This decision was one of the controversies which led to the American Civil War.
